1. Technical Resignation

  • For administrative reasons, a government employee is forced to leave, and their resignation is considered technical if they apply for another position via the necessary channels.
  • Even if “Technical” is not specifically stated, benefits of prior service may still be considered as long as certain requirements are followed.
  • Conditions apply; however, this is for anyone who applied before they started working for the government.

2. Carry Forward of Leave Benefits

Child Care Leave and any other unutilised leave are carried forward.

Paid time off (up to 300 days) may be converted to cash via permanent absorption in PSUS or autonomous bodies.

3. LTC Carry Forward

For technical resignations, the LTC entitlement is carried forward.

For the remaining term, employees who depart within 8 years are classified as new hires.

4. Eligibility for Increment Pay and Protection

The pay of the new position is guaranteed if it is less than that of the preceding substantive position.

Eligibility for an annual increment is based on prior service.

5. GPF Transfer

Subsidiary rules of the General Provident Fund (Central Services) Rules, 1960: Rule 35.

6. Seniority

It is safe to assume seniority in the substantive position.

Service in another department after resignation does not qualify for a promotion.

7. Pension Scheme

If the new position is pensionable, the previous service counts towards the pension (for employees who started before January 1, 2004).

8. New Pension Scheme (NPS)

Moving to a new workplace does not affect your PRAN or PRA balance.

9. Transfer of Service Books

Transferred with the employee and maintained from the initial appointment.

10. Medical Examination

If the same standards were previously examined for a previous post, nothing further is necessary.

11. Lien

Meant to imply the right to occupy a normal position, conditionally.

Retained during periods of duty, foreign service, leave, or suspension.

Cancelled when another permanent post’s lien is acquired.

12. Joining Time and Allowances

For qualified workers, benefits include DA, joining time compensation, and transfer travel allowance.
