Regulation 15(2) of the Post Office Regulations 2024 created the Philatelic Advisory Committee (PAC) to advise the government on commemorative postage stamp issuing and other philatelic issues. The terms and conditions published on December 16, 2024, by the Ministry of Communications, Department of Posts, describe the composition and duties of the committee.


Composition:
- Chairman and Co-Chairman: The ex officio Chairman is the Union Minister in charge of the Ministry of Communications, and the ex officio Co-Chairman is the Minister of State for Communications.
- Official Members: Selected by the Minister of Communications from the Ministry of Culture, the Department of Posts, the Department of Economic Affairs, the Security Printing and Minting Corporation of India Limited (SPMCIL), or other ministries.
- Unofficial Participants: Choose from a variety of disciplines, including academics, athletics, the environment, history, literature, music, dancing, art, and philately. This comprises one Rajya Sabha member and one Lok Sabha member.
- Member Secretary: The Member Secretary is the Deputy Director General of the Directorate’s Philately Division.
